The new oil dispute between Iraq and the Kurdistan Region follows a major energy conference in Arbil on Sunday. Baghdad dismisses such contracts as illegal, while the Kurds said the constitution allows them to sign any agreement concerning their natural resources. The Kurdistan government said it will take seventeen percent of oil export revenues and pass the rest to the federal government. Kurdistan currently gets seventeen percent of Iraq's national budget. Levice is a town in western Slovakia. The town lies on the left bank of the lower Hron river. NATO leaders in Chicago have agreed combat operations in Afghanistan should be handed over to local forces by the middle of next year. It will be "the moment when throughout Afghanistan people can look out and see their own troops and police stepping up to the challenge", said NATO Secretary General Anders Fogh Rasmussen. The agreement is seen as a milestone in the country's future, with NATO leaders united in their long-term support. That means a commitment in terms of training, advising and assisting Afghan security forces. NATO has agreed to form a new mission to deliver this from 2014. But the other part of the commitment is money to pay for Afghanistan's security forces to continue keeping the country safe when they go-it-alone.
